Jordan Allows Customs Clearance for Investors’ Cars After Citizenship Acquisition, With a 60-Day Deadline and Exemption From Conformity Requirements

The Jordanian government has allowed the customs clearance of personal vehicles belonging to non-Jordanian investors who acquired Jordanian citizenship, provided their vehicles were legally brought into the Kingdom under temporary-entry permits and exemptions. The decision grants eligible vehicles an exemption from specified conformity assessment requirements, subject to certain conditions and a 60-day deadline.
According to reports by local media citing the Jordan Standards and Metrology Organization (JSMO), the decision applies to investors holding Category A Investor Cards who brought their vehicles into Jordan under the temporary-entry system before October 4, 2026. It allows them to change their vehicles’ customs status to “domestic consumption,” enabling them to complete customs clearance and vehicle registration procedures.
Cabinet Decision and Details of the Exemption
The organization reportedly explained that the decision was adopted by the Cabinet during its session on October 6, 2026, based on recommendations from the Ministry of Investment, the Jordan Customs Department, and the Jordan Standards and Metrology Organization. The aim is to address difficulties faced by investors who acquired Jordanian citizenship after legally bringing their vehicles into the Kingdom.
According to the published details, the decision exempts eligible vehicles from Cabinet Decision No. (4307) and from the Vehicle Conformity Assessment Procedures Instructions No. (5) of 2025, issued by the Jordan Standards and Metrology Organization. These vehicles will be treated in the same manner as vehicles whose customs declarations were registered before November 1, 2025.
60-Day Deadline to Complete Customs Clearance
The decision sets a 60-day period starting October 4, 2026, for completing customs clearance procedures with the Jordan Customs Department.
Investors who meet the eligibility requirements must complete the customs clearance and registration procedures within the specified period to benefit from the exemption.
Why Was the Decision Issued?
The decision addresses the situation of vehicles legally brought into Jordan under temporary-entry permits and exemptions, whose owners subsequently acquired Jordanian citizenship. This resulted in the withdrawal of their temporary-entry permits, making it necessary to regularize the vehicles’ customs status and complete the required registration procedures under the applicable regulations.
According to statements attributed to the organization in local media reports, applying the new conformity requirements to these vehicles posed difficulties, despite their having previously entered and been used in Jordan legally. This prompted the relevant authorities to recommend an exemption to avoid disadvantaging eligible investors or forcing them to remove their vehicles from the Kingdom.
Does the Decision Apply to All Vehicles?
No. The exemption is limited to personal vehicles belonging to investors who meet the specified conditions. It does not extend to car importers or vehicles intended for commercial activities.
According to the published details, the decision also does not cover vehicles that entered Jordan after October 4, 2026, or those entering the country in the future. Such vehicles remain subject to the applicable Cabinet decisions and vehicle conformity assessment regulations.
Regarding the safety of the vehicles covered by the decision, the organization reportedly noted that they had previously entered Jordan under temporary-entry permits and had already been used by their owners. Under the exemption, they will be treated in the same manner as vehicles whose customs declarations were registered before the relevant regulatory decisions and instructions came into effect.
The decision therefore enables eligible investors to regularize the customs status of their personal vehicles and complete the required registration procedures in Jordan, provided they comply with the deadline and the procedures set by the Jordan Customs Department.
