The Jordanian Cabinet has approved a new set of decisions aimed at easing financial burdens on drivers and encouraging stronger compliance with traffic regulations, as part of a national direction to enhance road safety and reduce traffic accidents across the Jordan.


These decisions were adopted during an official session chaired by Prime Minister Jaafar Hassan, during which immediate discounts on accumulated traffic violations were approved, in addition to endorsing the justifications for a new driver incentive and road safety regulation for 2026.


Discounts on Traffic Violations Issued Before 17 February 2026

As part of short-term relief measures, the Cabinet approved a special discount on all traffic violations recorded before 17 February 2026, under the following conditions:

  • A 30% discount on the total value of outstanding traffic fines.
  • The full amount must be paid within 60 days in order to benefit from the discount.

This decision aims to help drivers regularize their legal and financial status and encourage timely vehicle licensing and renewal.


Draft Regulation for Enhancing Road Safety and Driver Incentives for 2026

In parallel with the temporary discount measures, the Cabinet approved the justifications for a new regulation titled:

“Regulation on Enhancing Road Safety and Driver Incentives for 2026.”

The regulation is designed to establish a culture of compliance by directly linking positive driving behavior to sustainable financial incentives.


Key Incentives Included in the New Regulation

The draft regulation introduces several benefits for compliant drivers and for those who settle their fines early, including:

Annual Ownership Fee Discount

  • A driver who completes one full year without committing any traffic violation will be granted a 25% discount on the annual vehicle ownership fee.

Early-Payment Discounts on Traffic Violations

  • A 30% discount on the value of a violation if it is paid within 30 days from the date of the violation.
  • A 20% discount on the value of a violation if it is paid within 90 days from the date of the violation.

This approach represents a practical shift in traffic enforcement, moving beyond penalties alone toward a system based on incentives and rewards.


Objectives of the New Traffic Incentive System in Jordan

The regulation focuses on several strategic objectives, including:

  • Encouraging drivers to comply with traffic laws.
  • Reducing the accumulation of unpaid traffic fines.

  • Contributing to a reduction in traffic accidents.

Violations Excluded from All Discounts

The draft regulation excludes serious and high-risk traffic violations from any form of discount due to their severe impact on public safety.

Excluded violations include:

  • Reckless driving.
  • Running a red traffic light.
  • Deliberately causing traffic accidents.
  • Fleeing the scene of an accident.
  • Tampering with vehicle license plates.
  • Any violation that results in the death of a person or causes permanent disability.

This exclusion ensures strict legal deterrence against dangerous driving behaviors.

The main difference can be summarized as follows:

  • Current discounts are temporary measures that apply to violations committed before 17 February 2026 and are intended to settle accumulated fines.
