New Vehicle Inspection System and Major Exemptions Take Effect: Odd-Even Rule Now Live Amman – Sunday, May 10, 2026

The Driver and Vehicle Licensing Department (DVLD) began implementing new technical inspection instructions today. These updates aim to streamline procedures and reduce the burden on citizens through a smart exemption system based on annual rotation.

Exemptions for Modern Vehicles (First 5 Years)

Under the new regulations, restrictions on new private passenger cars, motorcycles, and dual-purpose vehicles have been eased. These vehicles will undergo technical inspection only once upon their initial registration and will be completely exempt for the following four years, requiring only annual license renewal and insurance.

The "Odd-Even" Rule: Inspection Every Two Years

For vehicles older than five years, the department has adopted a new mechanism that requires a technical inspection once every two years. This is determined by matching the last digit of the license plate with the year of registration expiry:

• Exemption Case: If the last digit is even and the expiry year is even (such as the current year 2026), the vehicle is exempt from inspection and can be renewed directly. (The same applies to odd digits in odd years).
• Inspection Case: If there is a mismatch (e.g., an odd digit in an even year, or vice versa), the vehicle must undergo a technical inspection.

50% Reduction in Congestion Expected

This move is part of the Public Security Directorate’s digital transformation strategy, expected to reduce the number of vehicles visiting inspection centers by 50% annually. These instructions coincide with the launch of "Smart Lanes" that utilize technology to ensure inspection accuracy and speed.
