This decision grants Tesla an exceptional "regulatory waiver" to install fixed outdoor transmission equipment, removing the final hurdle for the operation of its fully autonomous "Cybercab." Official documents submitted to the commission reveal that Tesla hasn't just developed a charger, but a highly intelligent positioning system that ensures the vehicle aligns over the charging pad with centimeter-level precision through two technical stages:


Bluetooth Discovery:

As the vehicle approaches the charging zone, Bluetooth is used to detect the ground pad and initiate the primary data exchange.


UWB Pulsed Radio Guidance:

Following the initial connection, UWB technology is activated, acting as a "precision radar" that mechanically guides the car for perfect alignment over the magnetic induction coils.
