Official Transition to Digital Documents Ahead of Complete Phaseout of Printed Cards by 2027

The Driver and Vehicle Licensing Department has announced the launch of its comprehensive digital transformation plan for official credentials, under which the issuance of physical paper and plastic driver’s licenses, vehicle registrations, driving permits, and instructor permits will be officially discontinued as of August 2nd. Moving forward, digital electronic documents will serve as the legally recognized proof of authorization.

This transition comes as part of ongoing government modernization and development initiatives aimed at streamlining procedures, enhancing public service delivery, and boosting the efficiency of digital governance.

Accessing and Presenting Digital Credentials

The Department confirmed that digital documents hold full legal validity before all relevant authorities. Citizens and residents can obtain and present their digital credentials through the following official channels:

• The "Sanad" Government App: By activating a personal account on the Sanad app to access digital documents instantly.
• The Licensing Department Portal: By accessing the designated service portal to receive a text message (SMS) containing a PDF download link embedded with a verifiable QR Code.
• Comprehensive Service Counters: By visiting any Licensing Department branch to complete the process via one-stop service officers.

Full Phasing Out of Physical Credentials by 2027

While the current transitional phase permits the concurrent use of digital and printed documents, the Department emphasized that all physical plastic and paper licenses will be permanently phased out by January 1, 2027.

The Licensing Department urges all motorists to activate their accounts on the Sanad application to seamlessly integrate into the digital ecosystem and avoid future delays in administrative processing.
