The Council of Ministers approves amendments to the Traffic Law
The Council of Ministers, in its session held this Wednesday chaired by Prime Minister Jafar Hassan, approved a draft law amending the 2026 Traffic Law, in preparation for completing the necessary constitutional procedures for its enactment.
The new draft law includes amendments that allow citizens to carry out all transactions related to the buying and selling of vehicles electronically. These amendments will permit the receipt of vehicle payments and the adoption of electronic signatures as part of official transaction procedures, without the need for personal attendance.
Electronic Signature
The draft also provides for the adoption of electronic signatures at the Notary Public to complete buying and selling transactions remotely, using various electronic, visual, and audio communication methods. Furthermore, electronic signatures will be utilized in transactions conducted by Licensing Department personnel, including officers and non-commissioned officers.
Measures to Protect the Rights of Buyer and Seller
To protect the financial rights of the parties involved, the system requires the buyer to deposit the vehicle's price into a designated account at the Driver and Vehicle Licensing Department. The amount will be transferred directly to the seller's account immediately upon completion of the sale procedures.
Regarding transactions conducted through financing institutions, a special regulation will be issued to govern the buying and selling mechanisms under the new electronic system. These measures aim to complete all transactions entirely online, eliminating the need to visit licensing departments, which contributes to simplifying procedures and saving time and effort for citizens.
Vehicle Impoundment Authorities to Enhance Administrative Efficiency
In another aspect of the amendments, competent authorities will be able to sell vehicles held in impoundment lots after one year of impoundment instead of two, if their owners fail to rectify their status during this period. This measure aims to reduce losses from the depreciation of vehicles stored for long periods, while simultaneously guaranteeing the rights of creditors or owners.
